Complete Circle

Corruption has been rampant in Bihar since Fodder Scam started in late eighties when Dr. Mishra was the chief minister. During Laloo rule reached its peak with open divide between upper and lower castes, decline in political tolerance, appreciation of opponents' arguments became the norm of the the past. Millions of rupees were wasted in the name of Grazers' School (Carvaha Vidyalay)
without any visible result. Fodder Scam, Bitumen Scam and non development work were a few charges against Laloo-Rabri regime of fifteen years 1990-2005.

The previous regime was overthrown by public with great expectations. The rustic and boorish style of speech and functioning was replaced with urban, polished, sophisticated and cunning style of the present CM. He very cautiously inched forward in the direction with a well calculated plan. He successfully broke up backward and SC into smaller segments adding attributes like ati or maha (more) diminishing the chance of opponents getting votes en block thereby clipping the wings Laloo-Ramvilas combine. He even did not spare Muslim vote bank as it was in pre-Nitish period creating a new group called 'pasamanda'.

In the name of people contact or on-the-spot inquiry millions of rupees were spent. He earned applause of the public which was very wisely kept in dark about the loot going on in development work through efficient and non apparent bureaucratic machinery. As a consequence, three major scams unearthed by CAG. There might be many more not unnatural for Bihar which is a state rich in talent as well as in corruption people. Nitish showed us great dreams, inculcated a sense of hope and confidence in its native but failed miserably to curb the greatest meanace i.e. corruption completing the circle.

High voltage Drama in Bihar Assembly

Being a Bihari I am shocked and surprised to find no party has any moral obligation or ethical responsibility towards their people. Assembly Election to be held in a few months, a CBI inquiry was ordered by the Patna High Court providing a weapon in the hands of waiting opposition parties. The CAG report revealed that no proper bills were attached with every withdrawal since 2002. The first four years were Sm. R.Devi government but RJD shamelessly took no responsibility. The last three years forms the part of NDA rule. In place of debating to explore the means to prevent any further irregularities which would have been a constructive role of opposition. They began to protest in unparliamentary way. The live telecast of the drama added salt to injury.

They staged a dharana and a Congress legislator, Sm. Jyoti vehemently broke flower vases, destroyed plants and scattered dirt on the staircase. Astonishingly, she alleged that she pushed, dragged and physically assaulted. LJP Supremo Mr. Paswan said it was the blunder of ruling party who did call a meeting. Also, the Speaker was not spared. But, we viewers saw it was free for all as if the opposition planned to disrupt the proceedings of both the houses

The student wings of the main opposition parties, LJP and RJD are organizing protests, physically assaulting the Principal and Superintendent of the hostel at Saidpur, disturbing classes on some pretext or other destroying completely the academic atmosphere of the university.
Nobody comes forward to check this hooliganism in academic institutions of repute like PU.
